.. so although people don't tend to block based on IP, they do track your IP, and they will notice when your IP changes. If you take a look at one of the services that does this (like Netflix) you will (or may) see on occasion the location you're registered at looks to be different, i.e. it looks like either you are accessing from somewhere else or someone is using your account.
Typically what's happening is that your ISP (for example BT) has switched a block of addresses from one free pool to ...
